KEN M. TSE, AIA
President

Ken M. Tse, AIA, LEED AP, is the Principal and Founder of KMT Architects, bringing more than 40 years of diverse national and international architectural expertise to the firm. Beyond his design practice, Ken is a dedicated community leader; he serves as President of the AACPA where he actively champions small businesses and mentorship; and is the Founder of the nonprofit New Hope Compassion, providing mission outreach initiatives for the underserved locally and globally. A distinguished alumnus of Mississippi State University’s School of Architecture, Ken is an active member of the American Institute of Architects and the National Council of Architectural Registration Boards and contributes his expertise to various boards and advisory boards. His lifelong dedication to both his craft and community has been recognized with numerous honors, including awards from the DFW Asian-American Citizens Council, the U.S. Pan Asian Chamber of Commerce, and an official mayoral proclamation from the City of Dallas.

Elna Mallari serves as Secretary of the AACPA Board of Directors, contributing to the association’s growth through her leadership in Membership and Programs. With a strong background in architectural design and project coordination, she leads consultant coordination and supports all phases of development, from permitting to construction administration, ensuring the success of complex capital projects through her attention to detail and commitment to excellence.

Peter Mei
Treasurer, Board of Directors
Communication

Peter Mei serves as Treasurer on the AACPA Board of Directors, where he supports the organization’s communications and financial integrity with a strong engineering and innovation background. A seasoned Electrical Engineer, entrepreneur, and technologist, he is involved in developing GreenTech solutions, including CO₂ mitigation technologies, and advancing 5G IoT chipset manufacturing. As a Senior Member of IEEE, Peter continues to drive industry innovation through technical excellence and leadership.

Kim Seng

Kim Seng serves on the AACPA Board of Directors, bringing valuable expertise in community development and strategic engagement to advance minority-owned businesses in the professional and construction sectors. As Executive Vice President of Impact Professional Group, he leads efforts to integrate minority enterprises into hospital growth strategies, driving inclusive, sustainable development. Kim’s leadership in strategic planning and innovative business models continues to foster opportunity and lasting impact across industries.

Harry Clincy

Harry Clincy serves on the AACPA Board of Directors, driving business development and advocating for small and minority-owned enterprises in the construction industry. As President of ACU Construction, a federal general contracting firm he founded in 2009, Harry has led major infrastructure projects across Texas, including contracts with TxDOT. Committed to nurturing future industry leaders, he also provides internships and mentorship to students at the University of Texas at Dallas.

Dave Lo

Dave Lo serves on the AACPA Board of Directors, leading community engagement initiatives that support underserved populations through both professional and philanthropic efforts. As President and Founder of Dave Lowe Financial Services, he brings over 34 years of experience in empowering families and small businesses toward financial independence. He is also the Founder and President of Lily of the Valley Community Outreach, a nonprofit focused on homeless outreach, employment assistance, and transportation support—reflecting his strong commitment to financial literacy and community service.

D’Andre Allegra
Vice President, Board of Directors

D’Andre Allegra is Vice President, Spend Life Wisely Ambassador at First United Bank – Plano, where she leads community engagement, financial literacy programming, and strategic partnerships. She plays a key role in connecting the bank with local stakeholders while driving initiatives that support education, employee engagement, and business development. D’Andre is serving on the boards of the Hendrick Scholarship Foundation and Stronger Women. She has been recognized with the 2025 Difference Maker Award from Dominique Cares and the 2026 Financial Literacy Champion Award from Top Achievers. She brings global experience, passion for relationship-building, and commitment to empowering others.
